Policies to tackle climate change are growing in government and municipal planners : the phenomenon is in progress and the effects of a drastic reduction in greenhouse gas emissions will be visible only over the long term. The inclusion of references to this concern in the environmental policies of local governments take several aspects : integrating climate actions in a policy framework of Sustainable Development, « mainstreaming », meaning adjustments in existing plans (transportation plan, urban planning) taking into account the emerging climate issues or the development of new strategies breaking past ones. The article aims to analyze the Sustainable Development Plan of Montreal City taking as support semi-structured interviews done with of the main organizers and using strategic analysis as an approach to study. The results highlight a gap between the formal framework initially established and a portrait of what really happens and allows highlighting the place of Climate Change topic in Montreal scale and internal issues through municipal level issues the theme of adaptation specifically involves.
